Francis Mendez is a Senior Project Manager with ICF, a professional services and technology company. He serves as Project Director for the Office of Juvenile Justice and Delinquency Prevention’s National Training and Technical Assistance Center, which is housed in the U.S. Department of Justice, Office of Justice Programs. 

Mr. Mendez has 20 years of experience in the youth development, delinquency prevention and juvenile justice fields. Mr. Mendez's experience includes serving as Deputy Secretary for the Maryland Department of Juvenile Services, National Director of Juvenile Justice for Big Brothers Big Sisters of America, Chief of Staff for the Juvenile Services Bureau at the Connecticut Department of Children and Families, and Director of Advocacy for Covenant House New York.

Mr. Mendez has a Bachelor of Science in Criminal Justice from John Jay College, a Juris Doctor in Law from Fordham University, a Masters of Social Work in Administration from Hunter College, and a Certificate in Juvenile Justice and Child Welfare Integration from the Georgetown University, Center for Juvenile Justice Reform. He is a member of the New York and Connecticut bars.
